County Audit Says JCC Owes $778,206

Suffolk County seeks $778, 206 from Suffolk Y JCC for repayment of grant funds given to the Y in 2005 and 2006.

An audit of the Suffolk Y JCC – for the 2005 and 2006 fiscal years – claims the center owes the County $778,206 for failing to comply with the terms of the grant given to the community center, county Comptroller Joseph Sawicki announced Tuesday.

According to the office, the county grants were to be used to offset costs of the programs at the center, specifically its youth programs. However, the audit report said that the center failed to show how the the money offset those expenses.

Larry Katz, Suffolk Y JCC board member, said that it was never the intention of the county that the grants be used to off-set youth program expenses only.

"The purpose of the grant is to support all programs. The grants have been given to the Y for the past 7 years," he said. Katz said the country contracts did not conatin any clauses that stipulate the offset use.

The county disagrees. The audit report said that the grants were given in 2005 and 2006 to "reimburse the Suffolk Y JCC for expenses incurred to provide youth program services to 2,300 children enrolled in various programs."

The total net cost to the county for funding the Y's youth programs for the seven year period from 2003 – 2009 is approximately $3.5 million. 

Katz said that the Suffolk Y JCC plans to meet with county officials.
